Yes, we ship to the Netherlands (my dad's homeland!).
Shoe-wise, I wear either open toe sandals, from flats to kitten heels with this dress, or a pair of Golden Goose or Gucci sneakers when I am running around. You could wear a higher open toe heel with it if you are on the petite side
